Summary

This position is located in the Farm Service Agency, Montana State Office, Administrative Branch, located in Bozeman, Gallatan County, Montana.

The selectee assists the Administrative Officer in planning, coordinating, and monitoring a variety of administrative management services provided to the State and County Office.

Responsibilities

  • Provides guidance and staff assistance to supervisors and employees on all human resources issues.
  • Functions include activities related to employee benefits, retirement, TSP, workman?s compensation, health/life benefits and assistance in other areas of Human Resources.
  • Manages a variety of administrative processes and ensures that procedures meet office needs and are consistently understood and followed by the staff.
  • Establishes and continually reviews, updates, and develops complex administrative office procedures that affect the orderly and efficient flow of work within the office and with parties and agencies outside the organization.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 04/30/2021 including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS- 7 Level:

  • A bachelor's degree in human resources, social or behavioral sciences or in such fields as business or public administration or industrial management, psychology, labor relations, or education from an accredited college or university with either: 1) a grade point average (GPA) of 3.0 based on a 4.0 scale; 2) a 3.5 GPA based on a 4.0 scale for required courses completed in a major field of study during the last two years of undergraduate study; 3) class standing of upper third of the graduating class in the college, university, or major subdivision of the college; 4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR
  • One year of graduate education from an accredited college or university with a major in human resources, social or behavioral sciences or in such fields as business or public administration or industrial management, psychology, labor relations, or education; OR
  • One full-time year of specialized experience equivalent to at least the GS-5 level of the Federal service that demonstrates experience providing administrative support to coordinate priorities, commitments and program goals of an office. This includes providing technical assistance for support services, budget/project tracking, program analysis and skill in using various software packages to prepare reports; OR
  • A combination of graduate education and experience as listed above.

For the GS-9 level:

  • Two full academic years of progressively higher level graduate education or master's, or equivalent graduate degree (LLB, JD, LLM, Ph.D., etc.), from an accredited college or university with a major in human resources, social or behavioral sciences or in such fields as business or public administration or industrial management, psychology, labor relations, or education; OR
  • One full-time year of specialized experience equivalent to at least the GS-7 level of the Federal service that demonstrates experience providing administrative support to coordinate priorities, commitments and program goals of an office. This includes providing technical assistance for support services, budget/project tracking, program analysis and skill in using various software packages to prepare reports; experience includes coordinating the work of others and independently setting procedures and guidelines for others to follow; OR
  • A combination of education and experience as listed above.

For the GS-11 level:

  • One full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-9 level in the Federal service. Specialized experience is defined as experience that demonstrates independently performing a wide range of administrative specialties, such as providing administrative and program management support services, budget/project tracking, program analysis, space management, human resources administration and work measurement; and skill in using various software packages to prepare narrative and various reports. In addition, experience includes planning, managing, executing, evaluating and facilitating the full range of administrative programs and operations; OR
  • Three full academic years of progressively higher-level graduate education or a Ph.D., or equivalent doctoral degree (i.e., LLM, etc.) from an accredited college or university in human resources, social or behavioral sciences or in such fields as business or public administration or industrial management, psychology, labor relations, education; OR
  • A combination of education and experience as listed above.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned.
