Job Description:
Summary
The incumbent provides integrated treatment for patients with
Substance Use Disorder, as well as a variety of other comorbid
conditions, as part of the Outpatient Behavioral Health Program at
the Montana VA Health Care System. The LPMHC/LCPC will diagnose
mental and substance use disorders, conduct psychosocial
assessments, and treatment mental and substance use disorders
through a variety of modalities. Among the modalities provided are
individual, family, and group psychotherapies.
Qualifications
Basic Requirements:
--- United States Citizenship: Non-citizens may only be appointed
when it is not possible to recruit qualified citizens in accordance
with VA Policy
--- Education: Hold a master's or doctoral degree in: Clinical
Mental Health Counseling; Clinical Rehabilitation Counseling;
Clinical Mental Health Counseling and Clinical Rehabilitation
Counseling; or a related field, from a program accredited by the
Council on Accreditation of Counseling and Related Educational
Programs (CACREP)

but are not limited to Addiction Counseling; Community Counseling;
Gerontology Counseling; Marital, Couple, and Family Counseling
--- CACREP defines the date when graduates are considered to have
graduated from a CACREP accredited program

--- NOTE: Traditional Rehabilitation counseling programs that are
accredited by CACREP do not meet the LPMHC qualification standards
as Traditional Rehabilitation counseling differs from Clinical
Rehabilitation counseling
--- Licensure: Persons hired or reassigned to LPMHC positions in
the GS-0101 series in VHA must hold a full, current, and
unrestricted license to independently practice as a Licensed
Professional Mental Health Counselor, which includes diagnosis and
treatment
--- Exception
--- VHA may waive the licensure requirement for persons who are
otherwise qualified, pending completion of state prerequisites for
licensure
--- This exception only applies up to the full performance
level
--- For grade levels at or above the full performance level, the
candidate must be licensed
--- The appointing official may waive the requirement of licensure
for a period not to exceed 3 years for a LPMHC that provides care
under the clinical supervision of a licensed LPMHC who is at or
above the full performance level
--- This exception only applies at the entry level (GS-9)
--- For grade levels at or above the full performance level, the
candidate must be licensed
--- The Human Resources Office will provide the unlicensed LPMHC in
writing the requirement to obtain licensure, the date by which the
license must be acquired, and the consequences for not becoming
licensed by the deadline
--- The written notice must be provided prior to the entrance on
duty date
--- Failure to Obtain License
--- In all cases, LPMHCs must actively pursue meeting state
prerequisites for licensure starting from the date of their
appointment
--- Failure to become licensed within three years from date of
appointment will result in removal from the GS-0101 LPMHC series
and may result in termination of employment
--- English Language Proficiency: LPMHCs must be proficient in
spoken and written English in accordance with VA Handbook 5005,
Part II, chapter 3, section A, paragraph 3.j
--- Grade Determinations: Licensed Professional Mental Health
Counselor, GS-9 (Entry Level) Experience, Education, and
Licensure
--- The GS-9 grade level is the entry grade level for LPMHCs with
less than one year of experience (post-master's degree) or for
LPMHCs at the master's or doctoral level) who are graduates not yet
licensed at the independent practice level
--- Demonstrated Knowledge, Skills, and Abilities: In addition to
meeting the KSAs for the GS-12 grade level, the candidate must
demonstrate the KSAs below: 1
--- Ability to engage in intake and assessment, problem
identification, diagnosis, treatment planning and implementation,
continuum of care, evaluation and follow-up

--- Knowledge of current Diagnostic and Statistical Manual (DSM) of
Mental Disorders in formulation of treatment goals and application
of appropriate clinical interventions using professional counseling
practices
--- 3
--- Basic knowledge of professional counseling practice with
emphasis on human development principles through cognitive,
affective, behavioral or systemic interventions, and strategies
that address high risk behaviors, wellness, personal growth, and
career development across the life span

--- Ability to use a wide variety of individual, group, or family
counseling interventions; demonstrates sensitivity to diversity and
possesses multicultural counseling skills

--- Ability to serve on an interdisciplinary team with focus on the
intrapersonal, interpersonal, and relational functioning of
individuals, groups and families and on the counseling approaches,
strategies, and techniques that will best help patients function
effectively

--- Basic skill in the use of computer software applications for
drafting documents, data management, maintaining accurate, timely
and thorough clinical documentation and delivery of services, such
as Telehealth

VHA

laws, ethical codes, and regulations affecting professional
practice of counseling

--- Licensed Professional Mental Health Counselor, GS-11 (Full
Performance Level) Experience, Education, and Licensure
--- In addition to the basic requirements, candidates must have at
least one year of post-master's or post- doctoral degree mental
health counseling experience (VA or non-VA experience) and must be
licensed to practice at the independent practice level
--- LPMHCs may provide clinical supervision over the clinical
practice of an unlicensed LPMHC or LPMHC trainee
--- Some state licenses do not license an individual to provide
clinical supervision to trainees or unlicensed LPMHCs
--- Please refer to specific state licensing laws regarding the
requirements for providing clinical supervision
--- Demonstrated Knowledge, Skills, and Abilities

Duties
"Duties and skills needed to be successful in this position
include, but are not limited to: Clinical Responsibilities Provides
psychosocial assessment and diagnostic services for Veterans with a
broad range of psychopathology receiving care within the Outpatient
Behavioral Health Program.
Specialty focus will be on patients with Substance Use Disorders
and other comorbid conditions.
Provides evidence-based psychotherapeutic interventions as
indicated and appropriate for the specific job setting and duties
of the counselor, which may include individual, family, and group
psychotherapy and psychoeducation.
Provides consultation to health care providers about assessment
findings and treatment plan for patients to ensure that care is
coordinated, collaborative, and integrated within the Medical
Center.
Develops, implements, and documents the mental health treatment
plan for an assigned caseload of patients, as indicated and
appropriate for the specific job setting and duties of the
counselor.
Complies with all Service Line documentation requirements,
including standards for timely completion of CPRS patient contact
notes, use of required documentation templates, clinical reminders,
treatment plans, and risk assessment protocols.
Adheres to all Facility and Service Line policies and practices for
delivering clinical care, including but not limited to risk
assessment and reduction practices for potentially dangerous
behavior (suicide and violence), timeliness of care and access
standards, professional conduct requirements, and CPRS
documentation conventions.
Administrative Responsibilities Assists the Supervisor/Program
Manager in the design, development, and implementation of clinical
assessment and/or intervention programs.
Adheres to operational policies and procedures for the treatment
team, established by the affiliated Program Manager, and/or Service
Line Leader.
Assists the Program Manager in the execution of ongoing program
evaluation and data driven quality improvement projects to monitor
the effectiveness of the clinical program.
Complies with national and local performance measures and
facilitates organizational success on these measures at the team
level.
Complies with all Facility and Service Line policies and
expectations concerning administrative practices, including but not
limited to leave authorization, responding to Suspense items, and
completing TMS educational requirements.
Attends and participates in administrative and informational
meetings held by the Psychology Chief, Service Line Leader (or
designee), Chief of Staff, and/or Facility Director.
Participates in the facility's competency review process (OPPE and
FPPE).Maintains current knowledge of, and practices in accordance
with, Joint Commission requirements.
Protects printed and electronic files containing sensitive data in
accordance with provisions of Federal privacy acts and
confidentiality statutes.
Follows regulations and instructions regarding release of sensitive
or protected patient or employee information.
