For questions contact *********************** Contract Type Classified Salary If other, please specify Recruitment Type Open Position Details General Statement Campus Planning, Design & Construction (CPDC) is a department within the University Services group. CPDC is charged with the management of all planning, design, and construction efforts for new structures, renovations, major maintenance, and infrastructure projects for all University facilities and physical infrastructure. In addition, the office provides long range campus and facilities Master planning, project estimating, Capital Project and Long Range Building Program planning, and is the liaison with local, state and federal agencies as related to planning and construction issues. CPDC consists of two service management sections which include Planning and Design & Construction. Duties and Responsibilities - Managing and overseeing delivery of capital construction and maintenance projects ranging in size from $10,000 to $70M. - Managing and developing project budgets, scope, schedule, and authorities in conjunction with CPDC staff, Campus Community and local and state representatives, - Communicating University policies and processes to consulting Architects, Engineers, Contractors, Subcontractors, and using agencies. - Acting as liaison between the University community and design personnel during programming, design and construction phases. - Performing professional review and interpretation of contracts and contract documents. - Performing and documenting periodical, final, and warranty inspections. - Reviewing and evaluating contract claims and contract changes making recommendations for acceptance or rejection. - Distributing forms, explaining procedures, authority of each party, roles and responsibilities, chain of command, flow of information and contract administration process to assure all parties understand expectation during construction. - Monitoring and managing project budget during design and construction process. - Monitoring and managing progress of projects to assure work meets contract requirements and design specifications and taking appropriate steps to enforce policies and contracts as needed. - Reviewing contract drawings and specifications, verifying proper procedures are followed, and correcting misunderstandings to maintain a well administered project. - Communicating clearly and in a timely manner with project team members, campus community, other affiliated parties, and contract parties. - Building a sense of teamwork between all parties to promote a non-adversarial working environment. - Resolving issues and disputes by reviewing and evaluating changes and claims, making final decisions or referring to the Senior Project Manager as appropriate. - Organizing, prioritizing, and assigning tasks and project related duties associated with design and construction so that clear assignments can be made and performance monitored and evaluated. - Instructing Facilities Services staff, ITC Staff and other entities on construction phase policies and procedures to ensure projects are administered in a consistent manner throughout the division. - Reviewing and providing input to Senior Project Manager on contract forms and documents to reflect current industry standards and the needs of the University/State; developing, modifying, and reviewing contractor submittals. - Developing a system for responding to problems on projects so that there exists consistency from project to project. - Reviewing Montana Code Annotated (MCA), Board of Regents Policy, and MSU Policy to ensure that University policies and procedures are in compliance. - incumbent will attend and participate in required training for the use of personal protective equipment and comply with requirements for use of employer provided equipment. - Other duties as assigned. Required Qualifications - Experience, Education, Knowledge & Skills - Bachelor's degree in Architecture, Engineering, Construction Engineering Technology, or Construction Management plus progressively responsible experience in construction project management with significant exposure to construction documents and construction methods, or an equivalent combination of relevant education and/or work experience. - Demonstrated strong communication and public relation skills, including demonstrated ability to interpret, explain, and communicate detailed information with all levels of personnel internal and external to the organization. - Demonstrated competence in and knowledge of: building construction methods, practices, and standards, and the use of construction equipment and building materials; building codes and design; project scheduling, cost management, contract administration, construction inspection techniques and methods of documentation; and administrative procedures associated with building projects. - Demonstrated competence reading and understanding building plans, specifications, and codes. Preferred Qualifications - Experience, Education, Knowledge & Skills - Significant experience successfully managing a wide variety of technically diverse construction projects, including capital projects, with a high degree of autonomy. - Manage large, complex building projects utilizing standard design/bid/build and alternative delivery methods (CM/GC). - Design and construction project management experience in a university or institutional environment. - Project programming development and design phases. The Successful Candidate Will - Consistently exercise initiative and good judgment while prioritizing workload to meet deadlines with minimal supervision while establishing effective working relations as a team member - Organizing and prioritizing multiple work assignments, meeting deadlines, and exercising adaptability to changing priorities - Use Microsoft Office - Excel, Word, Project, Access, and Outlook - Communicate effectively both verbally and in writing; maintain confidentiality of records and information - Represent the department and MSU to others in a professional and courteous manner.
